Bogotá, officially Bogotá, Distrito Capital, abbreviated Bogotá, D.C., and formerly known as Santa Fe de Bogotá during the Spanish Imperial period and between 1991 and 2000, is the capital and largest city of Colombia. The city is administered as the Capital District, as well as the capital of, though not politically part of, the surrounding department of Cundinamarca. Bogotá is a territorial entity of the first order, with the same administrative status as the departments of Colombia. It is the main political, economic, administrative, industrial, cultural, aeronautical, technological, scientific, medical, educational and aiport center of the country and northern South America.

Me invadió la tristeza, no lo niego…
invadió la tristeza, no lo niego… Por esas cosas de la vida que uno no sabe explicar, llegaron a mi mente recuerdos de mi infancia. Recordé la casa de mi niñez con sus baldosas de colores: verdes, rojas y amarillas. Hoy, todos los pisos son de un solo color, como los carros, todos son grises; parece que se acabaron los colores. También recordé la sopa de arroz con patas de gallina que hacía mi madre, los frijoles y las arepas redondas. Vino a mi mente la escuela, el viejo pupitre de madera de dos puestos donde nos sentábamos con un compañerito; imposible negar la tristeza que sentí al recordar a mis amigos y los paseos escolares. La escuela contrataba buses y nos llevaban a un centro vacacional y recreativo muy conocido en la ciudad —Comfama—. Ir a Girardota o Rionegro era algo inolvidable; para nosotros eran paseos a tierras lejanas. La noche anterior no dormíamos añorando la hora de salida, mi madre nos preparaba el fiambre para el viaje; arroz, huevo cocido, tajadas de plátano maduro, un migado de papa con hogao, y algunas veces, espaguetis. Ah, y nos empacaba una naranja y un limón para el mareo. Éramos tan felices, disfrutábamos los paseos de la escuela, en la cuadra jugando con los amigos, en la casa viendo caricaturas en un televisor a blanco y negro. Recordando mi felicidad, me invadió la tristeza. Me senté frente al computador para revisar mi correo y agradecer a todos aquellos que leen mis artículos, pero la tristeza seguía invadiendo mis espacios. Al abrir mis redes sociales y analizar algunas publicaciones, sentí que otrora mi alegría era real, una alegría genuina, auténtica, no fingida. Tristemente, hoy vivimos en la era de la felicidad obligatoria; así lo demuestran las redes sociales. Basta con abrir Facebook durante un par de minutos para ser bombardeados por un desfile interminable de sonrisas perfectas, vacaciones idílicas, parejas únicas, familias ejemplares y éxitos profesionales en todas las áreas. Facebook se ha convertido en el gran mercado de las apariencias, un espacio donde el «ser» ha sido completamente devorado por el «aparentar»; aparentar una felicidad, en muchas ocasiones, inexistente. Lo que yo veo es que, en ese ecosistema digital, nadie tiene un mal día, todos son felices, nadie fracasa y nadie se preocupa por el dinero.  Sin embargo, estoy por creer que detrás de esas pantallas brillantes no hay vidas perfectas; lo que hay es un enorme escenario donde todos interpretan a un personaje que dista mucho de su realidad. No pretendo juzgarlos a todos, pero creo que las personas allí no se muestran como son, sino como les gustaría que los demás los vieran. Con una agilidad increíble esconden las deudas, las discusiones de pareja, la monotonía… Nadie llora, todos parecen vivir bien. Entre más miraba las redes sociales, más pensaba en mi felicidad. Si Facebook simula la felicidad emocional, Instagram es la capital de la riqueza ficticia. En Instagram, todo el mundo es millonario, adinerado o exitoso. Se ha creado una cultura donde el valor de una persona se mide por su capacidad para aparentar una vida de lujos y excesos, convirtiendo la opulencia material en el único estándar de éxito válido. Las personas salen en los mejores restaurantes, las fincas más exóticas y los carros más lujosos. ¿Será qué en la vida real, lejos de las apariencias de las redes sociales, la gente es tan feliz como aparenta, tan bonita como se ve, o tan chistosa y sociable como demuestra ser? Dejé a un lado el computador, caminé hacia el balcón, observé la ciudad y me pregunté: ¿es real tanta felicidad? La verdad, creo no ser un amargado, pero tampoco soy tan feliz como se ven las personas en las redes sociales. No sé de dónde sacan tanto dinero para asistir a fiestas, bares, discotecas, restaurantes, fincas… Considero que vivo de forma normal, común y corriente; sufrago mis gastos y me queda poco dinero para hacer todas esas cosas que veo en las plataformas digitales. La felicidad debería ser el fin único de la condición humana: vinimos a ser felices, no a ser desgraciados comparándonos con los demás y tratando de seguir estereotipos sociales. Yo soy y quiero ser feliz, pero sin aparentarle nada a nadie; mi felicidad no puede depender del otro. La felicidad está dentro de uno; en la soledad también se puede ser feliz. No podemos confundir felicidad con algarabía. Dejé de mirar la ciudad desde el balcón, volví a entrar y me reconcilié con mi nostalgia. Respiré hondo tres veces y entendí que la verdadera felicidad no habita en las pantallas ni se mide en los me gusta, en lujos exhibidos o en sonrisas fingidas; habita en la memoria limpia, en la paz de ser uno mismo y en la libertad de no tener que demostrarle nada a nadie. Pensé de nuevo en mi niñez y en lo feliz que era jugando sin necesidad de acceder a la tecnología. Era más feliz cuando no había celulares y nadie vivía pendiente de mí ni yo de nadie. Quizá los pisos de las casas y los carros de hoy sean de un solo color; quizá la vida moderna haya perdido su colorido. Tarde entendí que esta sociedad me exige actuar en un teatro de apariencias, pero yo digo no: prefiero mil veces la imperfección de mi realidad cotidiana —deudas, conflictos, desamores, discusiones, necesidades— que las apariencias estúpidas en redes sociales con amigos ficticios. Coda; Roberto Carlos cantó: “Quiero tener un millón de amigos y así más fuerte poder cantar…” Hay quienes tienen hasta cinco mil amigos en las redes sociales y no se conocen.

El lío de la trazabilidad bovina
Contraloría acaba de concluir una Auditoría a la trazabilidad de las Guías de Movilización de Animales, componente crítico de la trazabilidad bovina, en el cual el ICA salió mal librado, con tres hallazgos con presunta incidencia disciplinaria y dos con presunta incidencia disciplinaria y penal. El lío es grande, pues las Guías, sin el control necesario, terminan amparando ilícitos como contrabando de animales, abigeato, sacrificio clandestino y evasión o el robo del impuesto de degüello y la contribución parafiscal ganadera asociada al sacrificio. Para el Fondo Nacional del Ganado, el sacrificio clandestino de más de un millón de animales causa una pérdida que supera los $80 mil millones al año. Culminó también una auditoría de la Administración Aduanera China a nuestro sistema de sacrificio, con visitas al INVIMA, ICA y varias plantas de sacrificio. Una primera conclusión fue el rezago en trazabilidad frente a las exigencias chinas, lo cual pone en riesgo una década de negociaciones para llevar carne a ese mercado en 2024, hoy nuestro principal destino con 18.700 toneladas exportadas en 2025. El lío es más grande, pues las dos auditorías apuntan a que seguimos sin una trazabilidad que garantice inocuidad, que no sirva para legalizar ilícitos y que cumpla las exigencias de los mercados. Para mí, el lío se origina en nuestro síndrome de “la discusión perpetua” sobre lo que es imperativo hacer…, pero no se hace. Ya cumplió ¡22 años! la primera ley de trazabilidad (L. 914/2004), impulsada por FEDEGÁN para estar listos frente a los TLC que se veían venir. En 2006 se firmó el contrato que delegó en FEDEGÁN su desarrollo y hace ¡17 años!, en 2009, entró en operación el primer Sistema de Identificación e Información del Ganado, SINIGÁN. Sin embargo, en 2012 retrocedimos, cuando Santos, después de quitarle a FEDEGÁN el manejo de las Guías, rescindió el contrato de trazabilidad, para reiniciar desde ceros. Paradójicamente, ese año entró en vigor el TLC con Estados Unidos, pero… no estábamos listos. No podemos retroceder otra vez. Hoy la meta y el reto que proponemos al gobierno entrante es llegar al mercado de Estados Unidos, aunque el riesgo de perder a China, como la oportunidad de ganar a Estados Unidos, depende de solucionar, sin más discusiones perpetuas, el lío de la trazabilidad. Con ánimo de construir, propongo que los hallazgos de la Contraloría a la gestión del ICA y la responsabilidad del INVIMA en su función de inspección y vigilancia a los establecimientos de sacrificio, desposte y distribución de carne, sean insumo para una Mesa de Trabajo con estas dos entidades, FEDEGÁN, el Ministerio de Agricultura y la Contraloría. La tarea: Una hoja de ruta de corto plazo para solucionar las distorsiones del nuevo SINIGAN y devolverles la confianza a los ganaderos, los consumidores y a nuestros actuales y futuros clientes en el mundo…, sin lío. @jflafaurie
